Determinants of Procurement Performance: The Mediating Role of E-Purchasing Effectiveness

Government procurement plays an important role in the implementation of the State Budget. Indonesian Food and Drug Authority is a non-ministerial government agency that has a strategic role in the field of drug and food supervision, with a total budget of approximately 60% used for procurement of goods and services. This study aims to analyze the factors influencing (determinants) procurement on procurement performance with the mediation of the effectiveness of e-purchasing. In this study, the Resource-Based View theory and the Technology Acceptance Model theory are used to provide a more comprehensive picture of the factors influencing procurement performance. This study was designed using a quantitative approach with structural equation modelling (SEM) Smart PLS 4.0. The research subjects were Commitment Making Officials and Procurement Officials with specific criteria within the Indonesian Food and Drug Authority. The results indicate that the adoption of technology, regulations and policies, as well as buyer-supplier relationships, have a positive and significant impact on procurement performance and the effectiveness of e-purchasing.
