Reinforcement is a peer-reviewed journal published four twice a year (April and November) that publishes reviewed articles which contribute new results in all areas of the Civil Engineering. The journal is devoted to the publication of high quality papers on theoretical and practical aspects of Civil Engineering and Planning. The aim of this journal is to bring together researchers and practitioners from academia and industry to focus on Civil Engineering and Planning advancements and establishing new collaborations in these areas. Theoretical papers, practice-oriented papers including case studies, state-of-the-art reviews are all welcomed and encouraged for the advance of science and engineering in Civil Engineering and Planning. As a region where the agriculture and forestry sectors play a vital role in the local economy, contributing 25.71% to the Gross Regional Domestic Product (GRDP), monitoring vegetation change is highly important. This study aims to analyze temporal vegetation change in Jember Regency from 2019 to 2024 using Landsat 8 OLI/TIRS imagery processed on the Google Earth Engine cloud computing platform. The methods employed included calculating Normalized Difference Vegetation Index (NDVI), classifying vegetation change hierarchy using the Natural Breaks (Jenks) method, and conducting zonal statistical analysis to compare vegetation density trends between urban and rural areas of Jember Regency. This research revealed a disparity in vegetation density change between rural and urban areas (Patrang, Kaliwates, and Sumbersari Sub-Districts). Urban areas of Jember experienced degradation, with the mean NDVI value decreasing by 8% per year, from 0.500 in 2020 to 0.460 in 2024, indicating the conversion of agricultural/vegetated land into built-up areas. In contrast, rural areas were determined to be relatively stable, with NDVI mean value ranging from 0.584 to o.554 during the same period. Zonal analysis of the vegetation change map showed that more than 12,000 hectares of land underwent vegetation degradation, predominantly in urban areas of Jember Regency. Meanwhile, rural areas around Mount Gambir exhibited stability or increased vegetation density due to sustainable plantation management. These findings provide quantitative evidence of the impact of urbanization on environmental sustainability and emphasize the need for policies that balance development with the conservation of vegetated land to maintain ecological integrity and support the local economic and ecosystem sustainability of Jember Regency.</p> Igor Eris, Syavitri Sukma Utami Rambe, Loetvy Wahyuningtiyas Copyright (c) 2025 Reinforcement Review in Civil Engineering Studies and Management https://creativecommons.org/licenses/by-sa/4.0 https://journal.undiknas.ac.id/index.php/reinforcement/article/view/7014 Mon, 29 Dec 2025 00:00:00 +0000 Identifikasi Sektor Unggulan dalam Mendukung Pengembangan Wilayah Berkelanjutan di Kabupaten Jember https://journal.undiknas.ac.id/index.php/reinforcement/article/view/7024 <p>Penelitian dilakukan untuk mendukung arah pengembangan wilayah Kabupaten Jember yang difokuskan pada penguatan agribisnis, pariwisata, serta usaha ekonomi produktif berbasis potensi lokal dengan tetap memperhatikan keberlanjutan lingkungan sesuai RTRW Kabupaten Jember 2015–2035. Kabupaten Jember sebagai salah satu wilayah strategis di Jawa Timur memiliki potensi ekonomi beragam, mulai dari pertanian, perkebunan, hingga perdagangan dan jasa. Namun, pembangunan ekonominya belum merata dan menghadapi tantangan berupa ketimpangan antarwilayah, ketergantungan pada sektor tertentu, serta kerentanan terhadap dinamika pasar global. Penelitian ini menggunakan pendekatan kuantitatif dengan metode deskriptif melalui tiga analisis utama, yaitu analisis LQ, DLQ, dan Tipologi Klassen. Tujuannya adalah mengidentifikasi sektor basis, prospektif, serta sektor yang perlu mendapat prioritas dalam pembangunan daerah, sehingga dapat memberikan gambaran menyeluruh mengenai struktur perekonomian Jember serta arah strategi yang sesuai dengan potensi lokal dan prinsip keberlanjutan. Hasil penelitian menunjukkan bahwa LQ mengidentifikasi sektor basis seperti Pertanian, Kehutanan, dan Perikanan; Pertambangan; Informasi dan Komunikasi; Administrasi Pemerintahan; Pendidikan; serta Kesehatan sebagai sektor dengan keunggulan komparatif. Namun, DLQ mengungkapkan bahwa tidak semua sektor basis memiliki prospek pertumbuhan; pertanian cenderung stagnan, sementara sektor jasa seperti Informasi dan Komunikasi serta Pendidikan lebih prospektif. Tipologi Klassen memperkuat hasil ini dengan menempatkan pertanian sebagai sektor potensial, sedangkan sektor jasa strategis diidentifikasi sebagai pilar transformasi ekonomi. Lokasi simpang yang strategis menyebabkan volume lalu lintas tetap tinggi, baik pada hari kerja maupun akhir pekan. Kondisi ini menimbulkan permasalahan berupa kemacetan, panjang antrian, waktu tunggu yang lama, serta tundaan yang tinggi. Analisis kondisi eksisting dilakukan menggunakan metode PKJI 2023 dan PTV VISSIM 2025. Hasil analisis menunjukkan sebagian besar pendekat berada pada tingkat pelayanan LOS F, dengan tundaan rata-rata tertinggi 112,54 detik pada hari kerja dan 98,45 detik pada akhir pekan di pendekat barat, serta antrian terpanjang di pendekat utara dengan panjang 512,5 m pada hari kerja. Simulasi penyesuaian waktu hijau menurunkan antrian dan tundaan secara signifikan, namun sebagian besar pendekat tetap berada pada LOS F, sehingga perbaikan hanya berdampak parsial. This study aims to analyze the level of slum conditions and identify the factors causing slum settlements in RT.003 RW.018, Kebonsari Subdistrict, Jember Regency. The research employed a mixed-method approach, combining qualitative and quantitative methods through observation, interviews, and documentation. The assessment of slum level refers to seven main aspects in accordance with Regulation of the Minister of Public Works and Public Housing No. 14/PRT/M/2018. The results show that the slum level in RT.003 RW.018 is classified as light, with an average score of 45.93%, although there are significant problems in building conditions and waste management. Basic infrastructure such as neighborhood roads, drainage, and access to drinking water is relatively adequate, but wastewater management and community participation in maintaining the environment still need improvement. The main factors causing slum conditions are building irregularities, limited land, and low community awareness and participation. Penelitian ini memiliki urgensi untuk membandingkan metode desain perkerasan kaku yang mengusung prinsip empiris dan mekanistik empiris terhadap kondisi lapangan di Indonesia, yang memiliki karakteristik iklim tropis dengan curah hujan tinggi serta tanah dasar bervariasi. Penelitian ini bertujuan membandingkan hasil tebal perkerasan kaku dengan metode AASHTO 1993, Pd T–14–2003, dan Manual Desain Perkerasan 2024 (MDP 2024). Metode penelitian dilakukan menggunakan pedoman desain perencanaan pada tebal slab beton, yaitu AASHTO 1993, Pd T–14–2003, dan MDP 2024. &nbsp;Hasil analisis menunjukkan metode AASHTO 1993 menghasilkan tebal slab 30,00 cm dengan nilai W<sub>18 </sub>sebesar 31.363.966 ESA, menunjukkan efisiensi struktural tinggi. Metode Pd T–14–2003 memperlihatkan hasil analisis kelelahan dan erosi dengan nilai persentase kerusakan di bawah 100%, menandakan desain yang aman secara struktural. Sementara metode MDP 2024 menghasilkan nilai fatigue 0% dan erosi 92,77%, menandakan ketahanan tinggi terhadap beban berulang dan potensi erosi tanah dasar. Kesimpulannya, metode MDP 2024 paling representatif dan adaptif terhadap kondisi lalu lintas serta lingkungan di Indonesia.
