Abstract

ABSTRACT

This study examines the issue of inclusive education’s policy implementation in Buleleng’s regency along with the factors that affect the implementation of the policy. These are motivated by the importance of education which is one of the foundations of an aim of achieving state goals and a priority in people's lives. In Undang-Undang Dasar Year 1945 clause 31 subsection (1) states that "Every citizen has the right to get education". But what happened later is the inequities in the education portion between normal children with special needs children.

Undang-Undang No. 20 year 2003 about National Education System provides a new opportunity for the education of children with special needs. Followed by the issuance of Ministerial Regulation No. 70 Year 2009 on inclusive education. Inclusive education is the education’s system that provides opportunities for children with special needs to get education and learning together with normal children in general. Through the Department of Education Youth and Sports Provincial Bali, Buleleng pointed piloting inclusive school SDN 2 Package General and SDN 2 Bengkala.

Based on the problems above, the purpose of this study was to determine and analyze the implementation of policies on inclusive education in SDN 2 Package General and SDN 2 Bengkala as a model for the implementation of inclusive education in Buleleng and to identify and analyze the factors that influence the policy implementation , Data analysis technique used is descriptive qualitative.

Data from the survey results revealed that implementation of inclusive education policies in Buleleng not gone as what it should be because there are still some factors inhibiting such as the number of human resources are still limited in terms of quantity and quality, the low awareness of parents towards education of children with disabilities, Special plus public perception of children with special needs is still wrong.

Factors that affect the implementation of inclusive education policies in Buleleng among other factors Basic Measures and Goals, policy resources, factor, factor Communication between organizations and activities of, factors characteristic of the Implementing Agencies, factors conditions- conditions on Economic, Social and Political Trends and factors executor (Implementors).
