Abstract

ABSTRACT

 

The problem in this research is how the implementation of revitalization policies Pakraman Panjer Nyanggelan Market in Denpasar government. The purpose of this study was to describe the implementation of the revitalization of Nyanggelan Market Pakraman Panjer in Denpasar government. The method used is descriptive method with qualitative approach. As for the data analysis by in-depth interview to the informant research is done by using a sampling method fluke (accidental sampling) and a sampling technique aims (purposive sampling).

The results showed: 1) The implementation process of revitalization policies Nyanggelan market in Denpasar City Government, namely: a) Nyanggelan Market revitalization plan, include: merging the Ministry of Trade RI strategic plan and work plan Disperindag Denpasar, standardize execution until the required fees; b) Implementation revitalization Nyanggelan market, include: utilization of the staff structure of the trade sector Disperindag Denpasar; utilization of resources from the Ministry of Trade, Budgets Denpasar city and village self-help. While the human resources involved are people who are experienced in the construction of public infrastructure; and the use of appropriate methods involving PT. Nirmala works for physical activity, good ingredients and quality, internal audits of the financial statements, and direct surveys were conducted by a team from the Ministry of Trade; c) Pengawasan revitalization Nyanggelan markets include: supervision is conducted 1 (one) times a week and supervision is conducted by UPTD (technical implementation unit services) Disperindag Denpasar. 2) Factors that affect the process of policy implementation revitalization Nyanggelan market in Denpasar City Government, namely : communication, resources, bureaucratic structure, disposition, environmental economic, social and political and public response. As for the obstacles that arise in the process of policy implementation Nyanggelan Market revitalization policy, such as : a)Tumbuhnya modern markets and shops networking in the area of the Village / Village Panjer makes the challenge to constantly improve itself.            b) Constraints on resources is characteristic of a merchant, a heterogeneous society and the role of moneylenders still exist in the capital traders
